The Council has issued an Invitation to Tender for a highly skilled and innovative Landscape Architect to lead the design and development of the redevelopemnt of the water play facility. The brief has detailed that the project will transform the splashpad and stream into an engaging, safe, environmentally friendly water play area for the community for years to come. This project is part of the Council’s Capital Strategy and aims to deliver an inclusive, accessible, and sustainable space for community use.


The tender was issued on the 14th July with a closing deadline of Monday 18th August. If all goes to plan, the awarding of the contract will take place early September with the contract starting 15th September.

FAQs Picnic Area

Why a picnic area?

The Council have invested into the new picnic area to provide a space for the community that is usable and welcoming. Limiting factors for making any changes were identified such as working with the current layout and structure, the short lead time, the costs involved and that any change would be temporary. Then taking into consideration the feedback from surveys it was identified that the most practical option would be a picnic area.

How long will the picnic area be there?

The picnic area is a temporary feature and will be in situ until the works to create a new water play facility begin on site.

What about shade?

The Council explored temporary shade and shelter systems, but the options that met safety requirements either carried significant costs, or were subject to a long lead time.

What happens to the new equipment when it's no longer a picnic area?

The bins, picnic benches and bark chippings are assets that can be reused in other locations when they are no longer required in the picnic area. This may include other sites owned by the Council.

Update June 2025

New Picnic Area

The Council is committed to delivering a new and improved water play facility as a priority. Plans are progressing, shaped by feedback from the community.

In the meantime, we’ve introduced a temporary picnic area to ensure the space remains usable and welcoming for families.

The investment into the materials and equipment for the picnic area will be repurposed once a new water play facility is up and running.

Thornbury Town Council is committed to creating a new, improved water play facility for our town, and plans for this are already underway.

The splash pad has been well used and much loved over the years, but it has been deteriorating, despite ongoing maintenance efforts by the council. We recognise the importance of ensuring our town has a water play facility that is safe and can be enjoyed by all. That’s why Thornbury Town Council is making the delivery of a new water play facility a priority in its Capital Strategy.

A dedicated council Working Group has been progressing plans, supported by valuable feedback from residents through a community survey earlier this year.

The council is grateful to everyone who took part in our survey. Your views and ideas are helping shape the next steps. A summary of the survey findings is available below.

While we move forward with plans for a new water play facility, we regret to announce that the existing splash pad facility will sadly not be able to reopen this summer. Whilst we understand residents and visitors may be disappointed by this news, we hope everyone will understand that the council must have everyone’s safety in mind.

In the meantime, the Town Council is actively looking at how the space might be used in other ways that benefit the Thornbury community. One suggestion from the survey was to introduce better seating and shaded areas, and this suggestion is currently being explored.

We’ll continue to keep residents and visitors updated on progress through our website and social media channels. We also look forward to continuing to get everyone’s input to create a new water play facility that will proudly serve our town for years to come.

FAQs Splashpad

Why is the splashpad not reopening?

The splash pad is remaining closed as it has reached the end of its operational life and can no longer be maintained in compliance with regulations. The underground infrastructure is no longer serviceable, the surface has deteriorated beyond the point of effective cleaning to the required standards, and sourcing replacement parts has become increasingly difficult due to the facility’s age. Additionally, water pressure issues cannot be resolved without significant infrastructure upgrades.

Will water play remain at the Mundy Playing Fields?

Yes, the council understand the value in having a water play facility in Thornbury and has included this project as a priority within the agreed Capital Strategy.

How will the project be progressed?

The council has appointed a working group to progress the Capital Strategy.

Will the public be consulted?

Yes. The council consulted via a survey earlier this year which enabled residents to share their experiences, opinions, and suggestions to help shape the future of the facility. There will be more opportunities to input into the project as it progresses.

When will the new facility be ready?

The project is currently in its early stages, with initial surveys and studies yet to be carried out. Once a timescale has been established, it will be shared with the community.

What will happen to the current facility before the new facility is ready?

The council would like to see the area in use during the interim period. The question related to better seating and shaded areas in the survey received a high response, and this suggestion is currently being explored.

Additional comments

Topics included revamping the area to include nature, consulting the community, turning it into a relaxing area for adults to enjoy too, age-appropriate sections needed, more seating, keeping it simple but fun for little ones and having longer opening seasons.

New features requested

Ideas included a pool/lido, buckets to fill and empty/pulley system/cogs/funnels, safer access to the existing stream, pirate boat, paddling areas, waterfall, gentle features for little ones and a duck pond with shallow area to play in and deeper area for wildlife
