The Town Hall is a Grade II listed building with a rich and varied history, lovingly pieced together thanks to the dedicated efforts of Thornbury Museum and council staff. The earliest known record dates back to 1590, when the site was home to a tavern.

The current building, constructed in 1785, has taken on many identities over the centuries. It has been a private residence, a police station, and a magistrates’ court before its final transformation into Thornbury’s Town Hall in 1994. During its conversion, great care was taken to preserve as many historic features as possible — including the original police cells, a beautiful stained‑glass window, a grandfather clock, and an extensive cellar that hints at the building’s long past.

Each September, we proudly participate in the annual Heritage Open Doors event, welcoming visitors into the Town Hall to explore these unique features and discover the stories held within its walls.

Today, the Town Hall is a vibrant community hub. It is home to Thornbury’s Over 60s Tea Room — which has its own accessible entrance at the side of the building — the Thornbury Volunteer Centre, and the Town Council, where committee meetings are held in the historic Council Chamber. The building is also home to the Thornbury Quilt, which can be viewed between 9.00am and 5.00pm every Wednesday.

If you would like to visit us, we may no longer be able to pull you a pint, but we are always here to help with local matters, from managing much‑loved green spaces such as the Mundy Playing Fields to assisting with cemetery arrangements.

Hiring Rooms at the Town Hall

Conveniently situated in the heart of Thornbury High Street, the Town Hall offers an inviting and characterful setting for small meetings, workshops, and presentations. Housed within this beautifully preserved Grade II listed building are two versatile first‑floor meeting rooms — each fully accessible via the lift.

The Council Chamber provides a more formal boardroom‑style setting, ideal for structured meetings and professional discussions, while the Exhibition Room offers a more relaxed formal environment, perfect for workshops, informal gatherings, or creative sessions. Both spaces include Wi‑Fi and have access to a projector and screen, helping you make the most of your time with colleagues, clients, or community groups.

A conveniently located kitchenette is available for use at a small additional charge, and accessible toilets are situated on the same floor.

Whether you’re hosting a community group, delivering training, or organising a small business meeting, Thornbury Town Hall provides a welcoming, well‑equipped venue in an historic setting.

Deposits

Deposits are required at the time of booking, or no later than one month before the event:

  • Commercial events or those involving personal gain: 100% of the hire charge
  • All other events: The Town Clerk may, at her discretion, require a deposit of up to 100% of the hire charge without providing a specific reason

Grant Aid

For certain events, such as exhibitions, grant aid may be available to cover part of the hiring charges. Details of the Council’s policy on grant aid are available on request.

Hire the Historic Council Chamber

Step into the elegance of the Council Chamber — a spacious, character-filled room located on the first floor of the Town Hall. Featuring a stunning vaulted ceiling and seating for up to 22 people, this beautifully preserved historic space provides an inspiring setting for meetings, training sessions, workshops, and small events.

The room can be arranged in a variety of layouts to suit your needs, and comes equipped with a projector, screen, and WiFi to support your presentation or meeting requirements.

For added convenience, a kitchenette is located directly next door and can be hired for an additional charge.

Hiring the Exhibition Room

The Exhibition Room is the smaller of the two rooms available for hire, with a capacity of 22. It is a bright, light room and is home to the Thornbury Quilt, a beautifully crafted piece that showcases many of the local traders who were operating in Thornbury in 1900.

This room provides an ideal setting for smaller meetings that require a more informal atmosphere than the Council Chamber. It is well‑suited to small meetings, workshops, and presentations. The room has access to Wi‑Fi, a projector, and a screen, and is located just along the corridor from the kitchenette, which can be hired for a small additional cost.

The Exhibition Room is located on the first floor and is fully accessible via the lift. It also has access to an accessible toilet on the same floor.


Conditions of Hire

Bookings

Bookings must be made in writing on the appropriate form. Provisional bookings are telephone bookings must be confirmed by returning the completed application form to the office within 7 days. If no form is received within this 7 day period the booking will be deemed to have been cancelled. A photocopy of the completed application form will confirm the booking. Any alteration must be advised in writing not less than seven days before the booking and will be similarly confirmed.

Finishing Times

Hirers must vacate the premises by the time booked and this includes removal of equipment. Allowance for clearance should be made at the time of booking. If rooms are not completely cleared by the time booked an additional charge may be made.

No function may extend beyond 4:30pm Mon-Thu and 3:45pm on a Friday, including clearance time.

Deposits

Deposits are payable at the time of booking as detailed in the list of hiring charges. The Town Clerk reserves the right to demand a deposit from any hirer without giving reasons.

Cancellations

Any cancellation of bookings must be made in writing and the appropriate notice must be given as follows:

  • Single bookings – 28 days
  • One of a series of bookings – 28 days
  • A series of bookings – 2 calendar months

A series of bookings shall be defined as three or more dates booked at the same time by the same hirer. Failure to give the appropriate written notice will incur the basic charge for the facility booked.

Refusal to accept bookings

The Council acting through the Town Clerk reserves the right to refuse to accept any booking, to cancel any booking or to impose special conditions in respect of any booking without specification of reasons.

Breakages

The costs of replacement or repair of any breakage of equipment or damage to the building or its fixtures and fittings will be charged in full to the hirer. Any breakage or damage must be reported immediately to a member of the caretaking staff. Any breakage or damage discovered after a function will be deemed to have occurred during the function unless the hirer proves otherwise to the satisfaction of the Town Clerk.

Furniture layout and equipment

Hirers should advise the office of their requirements regarding furniture, layout and equipment not less than 14 days before the date of the function. Failure to do so may result in certain items being unavailable or the furniture not being laid out in a manner which the hirer would have wished.

Electrical equipment

If hirers intend to bring and use their own electrical equipment onto the premises, they must prove that it has been PAT tested, including brand new equipment. Failure to prove testing status will result in the item being prohibited from use.

Gaming

Gambling and the playing of games of chance on the premises are strictly prohibited.

Advertising Placards

No signs or notices may be placed on or near the Town Hall in advance of the event which they advertise.

Variation of hiring charges

The Council reserves the right to vary hiring charges at any time without notice. Charges applied to hirers will be those current at the time of the function rather than the time of the booking.

Occupier’s Liability Acts 1957 and 1984

All persons entering the Town Hall do so at their own risk and the Council accepts no liability for any loss, damage or injury to them of their property arising from the entry upon or use of the premises, or use of any of the equipment provided in the premises. Hirers bringing valuables of any kind onto the premises are advised to ensure they are adequately insured against all risks.

Acceptance of hiring conditions

Completion of a hiring application form shall be deemed to confirm that the hirer accepts and agrees the hiring conditions detailed above and shall by legally bound by them.
