Community Infrastructure Levy (CIL)
What Is the Community Infrastructure Levy?
The Community Infrastructure Levy (CIL) is a charge that developers pay when new homes or buildings are created. The money helps fund improvements such as parks and other local facilities, ensuring that new development contributes to the services and infrastructure the community relies on.
How Thornbury Town Council Uses CIL Funding
Our Neighbourhood Share
When development takes place in Thornbury, the Town Council receives a neighbourhood portion of the CIL collected by South Gloucestershire Council. This funding must be used to benefit the local community.
What We Can Fund
CIL can be used for projects that support the town’s growth, such as:
- Improving parks and open spaces
- Enhancing community buildings and facilities
CIL cannot be used for routine council running costs.
How We Decide What to Fund
We look at local priorities and engage with residents to help decide which projects should be supported with CIL funding. This ensures spending reflects the needs of the community.
Annual Reporting
Each year, the Town Council publishes a report showing:
- How much CIL we received
- How the money was spent
- Any funds carried forward for future projects
This helps ensure that CIL spending is open, transparent, and focused on delivering real benefits for Thornbury.
